Speech by Minister of Transport Dato' Sri Ong Tee Keat at the "Integrity Pact" Signing Ceremony
First of all, let me welcome all of you to the Ministry of Transport for this brief but meaningful Integrity Pact signing ceremony between Port Klang Authority and consultants bidding for projects in PKA.
This Integrity Pact is one of the recommendations of the Ad - Hoc Committee on Corporate Governance in PKA/PKFZ which was chaired by Datuk Paul Low, President of Transparency International Malaysia. The Committee was set up by me in June 2009, soon after the release of the PricewaterhouseCoopers report on PKFZ. PKA is the first Government agency to implement this policy
Today, we are walking the talk. The Ministry of Transport do not commission studies and appoints consultants to come up with recommendation reports that gather dusts on bookshelves. I walk the talk and fulfil my pledge to uphold transparency and accountability.
Ladies and Gentlemen,
The Integrity Pact is a fine example of what me and my Ministry are doing to promote transparency and accountability. Under the Pact, bidders for any PKA projects worth more than RM 1 million must strictly refrain from practices that encourage bribes to influence procurement decisions.
It is a requirement for participants of the tenders to submit Statutory Declarations (SD), to Port Klang Authority (PKA) that it has not paid and will not pay, any bribes to obtain or retain the contract.
The two first projects under the Integrity Pact are the upgrading of Jalan Parang at Port Klang and the appointment of consultants for Port Klang’s Port Master Plan study. The participating consultants or bidders for these individual projects are Jurutera Perunding Hartkonsult, Business Associates Consulting Sdn. Bhd., MSC Management Services SDN. BHD., Engineering and Environmental Consultant SDN. BHD., Minconsult SDN. BHD., Orion Maritime (M) SDN. BHD.
The Integrity Pact is to ensure excellent work ethics, good corporate governance as well as a deterrent for corrupt practices which could lead to blatant excesses.
Ladies and Gentlemen,
This initiative is the third that PKA has implemented in enhancing its integrity and transparency in Corporate Governance practices. The first two are the appointment of independent directors in PKA’s board and the implementation of the Whistle Blowing Policy.
Before I conclude, let me assure everyone that this will not be the end of me and the Ministry of Transport’s efforts to uphold transparency and accountability, whether in ports or the Ministry at large. Relevant recommendations proposed by the Ad - Hoc Committee on Corporate Governance will continue to be put in place. So long as I continue to be the Minister of Transport, I will continue to walk the talk.
